Soft sided carrier for in cabin pet on Continental Airlines?

Ok here is the deal. Im traveling with my cat from Calgary, AB to Houston, TX. My cat is 4.40 kg or 9.7 lb. Now the regulation size for me to take him in a hard case kennel is 17" L x 12.5" W x 8" H. For a soft sided one the regulation size is 18" L x 11" W x 11" H. My issue is I couldn’t find a hard cased kennel that would meet their regulations without making my cat uncomfortable. I managed to find a great carrier that is soft sided and I put him in it and he can turn around in it and he can sit. The only problem is it’s dimensions are 19" L x 11" W x 11" H. Now I don’t know if that’s a problem or not because it’s only default is that it’s one inch longer than the regulation length, but all the other measurements are exact it’s just the length that’s one inch longer. Is that going to be a problem. Please let me know, I am so worried because I don’t want to leave without him. Your time and effort is greatly appreciated!

I am actually a Continental Airport Sales Agent at Houston.Well depends if the airport is too busy then they wont always check that all regulations are met, therefore it may not be a problem in that case, because they wont have time sometimes. And i would recommend you arrive at the airport just a little late but not tooo late to lose your flight.
